The Mayor of the city or his or her authorized representatives are hereby designated as enforcement personnel for this subchapter, and he or she is hereby vested with the authority to issue citations for violations of this subchapter, which shall be enforced with the intent to ensure that each residential, commercial and industrial structure in the city is clearly identified by its assigned street address in order to enable emergency and other public service personnel to promptly identify the same at all times during the night and day.
