The purpose of this subchapter is to effect the goals of preserving the heritage and character of the early town of Middletown by promoting the educational, cultural and general welfare of the public through preservation and protection of historic buildings, places and areas, which have architectural or historic value and specifically, but not exclusively, to:
(A) Effect and accomplish the preservation, protection, perpetuation and use of historic landmarks, landmark sites and neighborhoods, areas, places, structures and improvements having a special or distinctive character or a special historic, aesthetic, architectural, archaeological or cultural interest or value;
(B) Promote the educational, cultural, economic and general welfare of the people and safeguard the city’s history and heritage as embodied and reflected in landmarks, sites and districts;
(C) Stabilize and improve property values in those districts and in the city as a whole;
(D) Foster civic pride in the value of notable accomplishments of the past;
(E) Strengthen the economy of the city;
(F) Protect and enhance the city’s attractions to residents and visitors and serve as a support and stimulus to business and industry; and
(G) Enhance the visual and aesthetic character, diversity and distinctiveness of the city.
