§ 32.16 CITY MEETINGS.
   (A)   The legislative body shall hold regular monthly meetings at 6:00 p.m. on the second Thursday of each month at the City Hall, 11803 Old Shelbyville Road, Middletown, Jefferson County, Kentucky 40243.
   (B)   In the event a regular meeting date falls on a legal holiday as defined by the Kentucky Revised Statutes, the regular meeting shall be held on the next following Thursday which is not a legal holiday.
   (C)   Special meetings and public hearings may be called at any time by the Mayor or any three members of the legislative body upon written notice delivered personally or by mail to each member of the legislative body, and to each local newspaper of general circulation, each news service and each local radio or television station which has on file with the legislative body a written request to be notified of special meetings. The notice of special meetings must be delivered personally or by mail at least 24 hours prior to the time of each meeting as specified in the notice. If time does not permit giving a 24-hour notice, then notice that is reasonable under existing circumstances and is calculated to inform the public shall be given to the news media and the public.
   (D)   The notice provided for in division (C) above is not required in the event that a special meeting is called to deal with an emergency involving injury or damage to personal property or financial loss to the city or the likelihood of injury or damage or financial loss, when the time requirements of the notice of the special meeting will make the notice impractical and increase the likelihood of injury or damage or financial loss.
   (E)   With the exception of special meetings called pursuant to division (D) above, no special meeting shall be held except in full compliance with the provision of division (C) above.
