§ 32.49 COMPREHENSIVE PLAN.
   The Board shall prepare and adopt a comprehensive plan for the development and improvement of the town. Such plan shall show among other things the existing and proposed location and arrangement of the uses of land in the town; zoning districts; highways and appurtenant structures; transportation and utility routes, facilities, and structures; public schools; parks and recreation areas; and public buildings and facilities. The board shall not adopt, modify or amend such comprehensive plan until after a public hearing of which it shall give notice specifying the time and place of such hearing by publication of such notice in a newspaper of general circulation within the town at least once a week for three successive weeks prior to the date of such hearing, at which hearing opportunity shall be given all persons interested to be heard upon the matter of the proposed comprehensive plan, or of such modification or amendment.
