The Board shall organize annually by electing a chairman, a vice chairman and secretary. Members of the Board shall serve without compensation but shall be compensated for their necessary and actual traveling expenses in the performance of their official duties, to be paid out of any funds appropriated for the use of the Board. Regular meetings of the board shall be held monthly on such days as the Board may determine, and special meetings shall be held at the call of the chairman or on the written request of three members. The Board shall adopt rules for the transaction of business and shall keep permanent and complete records of its proceedings, meetings, hearings and recommendations. Four members of the board shall constitute a quorum at any regular or special meeting and no action shall be taken unless by the concurring vote of a majority of the members present and voting.
