No building permit for a senior independent living facility shall be issued until the Zoning Board of Review has granted a special use permit in accordance with the provisions of the chapter. Upon receipt of the completed application, the Zoning Board shall refer two copies of the application to the Planning Board for development plan review. The Planning Board shall submit a written report to the Zoning Board within 45 days receipt of the application and plans. Upon receipt of the Planning Board's report, the Zoning Board shall hold a public hearing on the application. When the Zoning Board's decision differs from the recommendations of the Planning Board, reasons shall be clearly stated in writing.
