The Council, upon receipt of the application and recommendation of the Chief of Police, may grant such license if, in its opinion, the applicant is properly qualified to carry on such business. Every applicant shall be given an opportunity to be present when the Council considers the application and shall be given an opportunity to be heard on his application before the Council. No license shall be granted to any person who is not a citizen of the United States or who does not possess a good moral character.
