Every person desiring to engage in the business of palmistry, phrenology or the telling of fortunes by any manner whatsoever shall make application to the Town Clerk's office for a permit therefor, which application shall be in the form prescribed by this subchapter. A fee of $10 shall be paid to the Town Clerk at the time the application is filed.
