These regulations are issued pursuant to the authority contained in R.I. Gen. Laws § 3-5-20 and § 3-5-21 and pursuant to the provisions of R.I. Gen. Laws § 3-5-15 which provides that "the right, power, and jurisdiction to issue...licenses...shall be in the mayors and city councils of the several cities."
