§ 100.05 DENIAL OF PERMIT.
   An application may be denied if the Council reasonably determines that the proposed event will present an actual danger to public health, safety or welfare; will unreasonably disrupt traffic or burden Middletown residents; or, in the case of multiple permits issued on the same day, will create an extraordinary burden on town services.
