A user utilizing an audible alarm or flashing light, or a combination of the two on the premises only, and not connected to the Police Department, shall obtain a permit therefore. The user of such alarm shall file at the Police Department the names, addresses and telephone numbers of at least two persons who shall respond upon request of the Police Department with means to deactivate the alarm.
