No vehicle requested towed by the town shall be towed if the owner thereof appears before the vehicle is actually towed. Once a vehicle is hooked to a tow truck, the owner thereof may reclaim the same before it reaches the impounding area by paying a fair percentage of a complete tow job (the suggested percentage is 50%).
