Before commencing any work covered by this subchapter, the applicant for a permit shall establish by means of a written statement that he has in full force and effect an indemnity bond or insurance policy in the minimum amount of $1,000,000 running to the benefit of the town, to indemnify the town for any liability it may incur as a result of issuing a permit under this subchapter.
