Trash and waste collected on commercial and industrial properties must be held in dumpsters or other secure receptacles on a paved or graveled level surface. If such receptacles are in a yard abutting residential property or a public way, they shall be screened from view by solid opaque fencing or evergreen shrubbery and shall not be located within the applicable zoning setback for principal structures. All receptacles used to store hazardous waste as defined in R.I. Gen. Laws § 23-19.1-4; explosive or highly combustible materials; or sexually explicit films, videos, photographs, books, magazines, and the like, whether they are legally permitted to be sold or not, shall be kept locked at all times except; (1) when opened to receive materials or for cleaning or other direct and immediate use by an employee, and (2) for a reasonable time, not to exceed two hours, prior to a scheduled pickup for emptying.
