It shall be the duty of the Building Official, upon complaint or report, or otherwise upon learning of the existence upon any premises of one or more of the conditions described in § 92.01 to notify the occupant, owner or agent of the owner of such premises, in writing, of the existence upon those premises of any nuisance as above described, and to order him to abate and remove such nuisance forthwith.
