Any system or group of systems operated for its customers by a person, firm or corporation, in which the operation of electrical protection circuits and devices are transmitted to, recorded in and maintained, supervised and monitored from a central station having trained operators, guards and attendants at all times who have the duty to take appropriate action upon receipt of a signal or message, including the relaying of messages by direct line to the communication center of the Fire Department shall not be exempt from paying any fee for a user registration.
