The Chief of Police shall place and maintain traffic control devices upon highways under the
town's jurisdiction when and as required under the traffic ordinances and resolutions of the Council to make effective the provisions thereof; and it shall be his duty to recommend to the Council from time to time the placement and maintenance of such additional traffic control devices as he may deem necessary to regulate traffic or the parking of vehicles.
