§ 71.01 SPEED RESTRICTIONS; GENERAL.
   (A)   R.I. Gen. Laws § 31-14-5 through § 31-14-8, inclusive prescribe procedures whereby a safe and reasonable speed may be determined and declared by the Council with respect to the several streets within the town, which shall be effective at all times during hours of daylight or darkness or at such other times as may be determined by the Council.
   (B)   When signs are erected along any street or portion thereof, giving notice of the safe and reasonable speed thereon as so determined by the Council, every driver of a vehicle upon such street shall comply with the notice given by such signs and driving at a speed in excess of that indicated on such signs shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
