Subject to approval of the City of Newport and appropriate regulatory authorities, the Town Council may impose and collect an initial, one time, connection fee in addition to any fee charged by the City of Newport to any user connecting to a water main installed at the expense of the town. Said fee shall be payable to the order of the town prior to any permit being granted for connection to any water main installed at the expense of the town.
