No trap or any manner of obstruction to the free flow of air through the whole course of the drain and soil-pipe vent will be allowed; and any drain-layer who shall directly or indirectly place, make, cause, or allow to be placed or made, any trap, contraption, or other obstacle anywhere in the course of such drain or soil-pipe shall, in addition to the penalty prescribed in this chapter, forfeit his license from the Council, and shall be ineligible to relicense for one year, and any other person offending as above shall be subject to the penalties of this chapter and shall, in addition, pay the costs of rectifying the wrong done.
