§ 51.07 TRADE WASTES REQUIRING PERMIT. 
   Certain trade-wastes, not injurious to the sewerage or sewage disposal system, may be admitted to the sewerage works, but only upon recommendation of the Director of Public Works and the issuance of a special permit by the Council, at its discretion and revocable without recourse.
