All full-time non-elected officers and employees of the town, together with the Town Clerk and the Tax Assessor who have completed at least ten months of service in their employment, and will be able to complete ten years service prior to normal retirement date, but excluding all certified School Department personnel, shall be eligible for coverage under the retirement income or pension plan for town officers and employees.
