Employee salary increases to the next higher salary step shall be made automatically on the anniversary of the employee's entrance to his present grade, as provided by the schedule of pay rates, provided that the employee's service has been satisfactory. If such service has not been satisfactory, the employee should be demoted or released, not simply maintained at his current pay scale.
