In preparing and maintaining the comprehensive pay plan, consideration shall be given to the duties and responsibilities of the various types of positions, rates paid for comparable services in public and private employment, experience in recruiting for such positions, and availability of funds. It shall include a minimum rate, a maximum rate, and intermediate rates as are deemed necessary for each class.
