§ 37.028 CERTIFICATION OF THOSE HIGHEST ON LISTS.
   (A)   The Personnel Board shall certify to the department head names of those persons standing highest on the eligibility list.
   (B)   After interview and investigation, the department head shall make recommendations for appointments from among those certified, and shall immediately notify the Personnel Board of the person or persons so recommended.
   (C)   The department head shall file his reasons with the Personnel Board should the highest ranking eligible fail to be appointed.
