The position classification plan, the comprehensive pay plan and the policies as to vacation, sick leave, overtime pay, discipline and related subjects applicable to personnel in the classified service, and benefits thereby provided, may be changed, and new positions may be authorized and created, by the Council from time to time when recommended by the Personnel Board. Whenever new positions are created, whenever the duties and responsibilities of existing positions in the classified service change, or whenever the position classification plan is amended, the Personnel Board shall allocate or reallocate the affected positions and shall determine the status of employees affected by such action in accordance with the personnel rules.
