Subject to the approval of the Town Administrator and the Town Council the Tax Assessor shall formulate and adopt regulations for the administration of this program which shall not be inconsistent with the provisions hereof and which may govern requirements of the program including, but not limited to: form and recordation of lien, manner of establishment of title, form of application and requisite supporting documents.
