(A) Legislative findings and intent.
(1) Areas of the town close to the beaches are negatively impacted by the drivers that violate the town's parking ordinances during the summer season. The town uses considerable resources to restrict and manage the summertime surge in illegal parking. This situation also reduces the quality of life for the town's residents.
(2) The current level of penalties under the town's parking ordinances is not sufficient to deter illegal parking in these areas during the summer season.
(3) Increasing the penalties for illegal parking in these areas during the summer season is necessary to protect the public health, safety, and welfare of all residents and visitors. The Town Council intends, by the enactment of this schedule, to enhance the quality of life for the town's residents.
(B) Definition. For the purpose of this schedule, the following definition shall apply unless the context clearly indicates or requires a different meaning.
SUMMER SEASON. The period from May 1 to September 15 in each year.
(C) Parking penalties enhanced in specified places during the summer season. During the summer season, the penalties for standing or parking any portion of a vehicle in the roadway on the hereinafter named streets shall be doubled, as set forth in § 70.99(D):
