(A) The Town Council has become aware of the existence in other Rhode Island communities of body works establishments, massage parlors, and spas, which facilities are in fact being used and operated as brothels and for sex trafficking.
(B) The Town Council has determined that such establishments are contrary to the general health, safety and welfare of the town.
(C) The Town Council desires to establish rules and regulations to govern such establishments for the protection of the general health, safety, welfare and good of the residents of the town.
(D) The Town Council believes that it is in the best interest of the town to establish its rules and regulations prior to the establishment of any such businesses in the town.
(E) This section is established pursuant to the authority granted in R.I. Gen. Laws, § 23-20.8-3(h).
