§ 33.08 BIDS FOR CONTRACTS.
   (A)   All contracts for more than $3,000, except for the engagement of engineering, architectural, legal, accounting, auditing, insurance, planning and similar professional activities, shall be awarded to the lowest responsible bidder meeting specifications after proper notice as prescribed by the Director of Finance.
   (B)   The council shall have the power to reject all bids and advertise for new bids. Alterations in any contract may be made when authorized by the Town Council.
   (C)   In the event of an emergency, as declared by the Town Administrator, in which it is necessary to contract for goods, materials or services necessary to insure the immediate preservation of public peace, property, health or safety, the Town Administrator shall have the power to suspend public notice, to solicit bids and to award a contract to the lowest responsible bidder meeting specifications. The Town Administrator shall notify the Council as soon as practicable, in writing, of any action taken pursuant to this section.
