For the purpose of promoting the general health, safety and general welfare, by governing and restricting the plotting and subdivision of land in the town, the Planning Board is hereby authorized and empowered to adopt rules and regulations governing and restricting the plotting or other subdivision of land within the town, and from time to time modify and amend such rules and regulations as it may adopt; and is further authorized and empowered to control the subdivision of land within the town, pursuant to such rules and regulations and subject to and in accordance with the provisions of R.I. Gen. Laws Title 45, Chapter 23.
