Unless otherwise provided, any person found in violation of any provision of this code or any other ordinance of the city is guilty of an infraction and may be fined fifty dollars ($50.00) for the first offense, one hundred dollars ($100.00) for the second offense and two hundred dollars ($200.00) for the third offense. Fourth and subsequent offenses are misdemeanors and punishable as provided in section 1-4-1 of this chapter. These fines may be in addition to any other penalties prescribed by this code.
