The City Council, by resolution, shall establish a schedule of fees, charges and expenses and a collection procedure for development permits, amendments, appeals, variances, plan approvals and other matters pertaining to the administration and enforcement of this chapter requiring investigation, inspection, legal advertising, postage and other expenses.
