(a) For the purpose of this section, an emergency is a major event or situation that poses a threat to the health and/or safety of the residents of Middleport, Ohio.
(b) In the event of such an emergency, the Mayor has the authority to declare a Village-wide emergency.
(c) If the Mayor is absent from the Village or otherwise unable to be reached, the authority to declare a Village-wide emergency is passed to the President of Council.
