(a) No parent or guardian of a minor under the age of eighteen years shall knowingly permit such minor to, nor shall such minor loiter or be upon any of the streets, highways, alleys, school lots or vacant lands, on foot or in a motor vehicle, or in any store or other place of business open to the public on any day after 11:00 p.m., except Saturday and on Saturday after 12:00 midnight, unless earlier times are designated by the Mayor when circumstances require unless accompanied by a parent or guardian or bearing a written statement dated that day and signed by a parent or guardian declaring that such minor is on a necessary errand.
(b) Any minor violating subsection (a) hereof shall for a first offense be warned and for a subsequent offense be dealt with in accordance with Juvenile Court law and procedure. Any parent or guardian who violates subsection (a) hereof shall for a first offense be warned and for a subsequent offense shall be guilty of a minor misdemeanor.
