351.13  SNOW EMERGENCY PARKING.
   (a)   An emergency snow condition shall exist at such time during snow or other severe winter weather conditions as the Mayor determines that the nature or quantity of snow or weather condition constitutes a serious hazard to persons traveling on the streets and highways.  The Mayor shall, immediately upon making such determination, issue a proclamation in writing and notify the public of the existence of such condition by any available means.
   An emergency snow condition shall cease to exist upon the determination of the Mayor that such condition no longer exists.  The Mayor shall notify the public in the same manner as provided herein.
   (b)   During the existence of an emergency snow condition, no person shall park a motor vehicle upon a public street in any other area of the Village except as follows:
   On streets where legal parking is permitted on both sides, parking shall be on the even numbered side of the street on even numbered days and upon the odd numbered side of the street during odd numbered days.
   (c)   Vehicles parked in violation of this section shall be towed at the expense of the owner.
   (d)   During a declared snow emergency, this section supersedes all other parking regulations.
   (e)   Whoever violates this section shall be fined twenty-five dollars ($25.00).
