(a) The Design Review Board, hereinafter referred to as the Review Board, shall consist of seven members. The Mayor shall, with the advice and consent of Council, appoint the following members of the Board:
(1) One member of Council.
(2) One member of the Planning Commission.
(3) One owner of private real property located within Central Downtown Preservation District.
(4) Two proprietors or managers of retail businesses located within the Central Downtown Preservation District.
(5) One registered architect or other design professional.
(6) One member of the Middleport Merchant Association selected from a list submitted by the Association of three current members thereof.
All members of the Board shall be residents of Meigs County, except where a member with certain professional expertise is desirous, such membership on the Board shall be permitted and placed on the Board by appointment of the Mayor. At least four members of the Board shall be residents of the Village.
(b) Each appointed member shall serve a term of two years and may be reappointed for terms of two years, except that of the initial appointments, three members shall be appointed for a one year term and may be reappointed for terms of two years.
(c) The members shall serve without compensation from the Village and may be removed for just cause by the Mayor with Council approval.
(d) The members of the Board shall elect:
(1) One member to serve as Chairman.
(2) Another member to serve as Vice Chairman to serve as Acting Chairman in the absence of the Chairman.
A Board Secretary shall be appointed by the Mayor with Council approval and that designee shall serve the Board.
