(a) The Village hereby grants to the Washington County Building Department full authority to do all things necessary to exercise all enforcement authority, accept and approve plans and specifications and make inspections necessary within the Village in accordance with the provisions of the Ohio Basic Building Code pursuant to rule 4101:2-1-03 of the Administrative Code, except "Plumbing", Chapter 4101:2-51 of the Administrative Code.
(b) The Washington County Building Department shall hereby accept the authority and responsibility to carry out the terms of this agreement.
(c) The Washington County Building Department shall have full authority to do all things necessary to administer and enforce the Ohio Basic Building Code within the limits of the Village and in consideration therefor the Washington County Building Department shall retain all permit and inspection fees authorized by the State for such purposes.
(d) This section shall be deemed to authorize the Washington County Building Department to administer and enforce for the Village of Middleport any amendments or additions to the Ohio Basic Building Code hereafter adopted by the Board of Building Standards pursuant to the authority granted by the Board by Ohio R.C. Chapter 3781 at all times after the Board shall have adopted such amendments or additions.
