153.08  HOSPITAL AND MEDICAL INSURANCE PLAN.
   (a)   A group hospital and medical insurance plan shall be provided for all full-time employees of the Village who elect in writing to participate in the same, and the premiums therefor shall be paid by the Village up to the amount of the premium quoted for the present contract.
   (b)   All full-time employees desiring to participate in the plan shall file an election with the Clerk-Treasurer within ten days after the effective date of this section.

   (c)   Full-time employees who are insured by other means and do not elect to participate in the group hospital and medical insurance plan provided by the Village, have the right to be compensated by the Village for the cost of their secondary insurance.  In order to be compensated by the Village, the employee must provide written evidence showing the existence of the secondary insurance and written proof of the exact cost to the employee for the secondary insurance. The employee will be compensated for the exact cost  of the secondary insurance to the employee.

   (d)   Any employee may at any time elect to withdraw from the plan, and in such event an election for withdrawal shall, likewise, be filed in writing with the Fiscal Officer.
   (e)   Any employee who elects not to participate in the plan may file a subsequent election to participate and, if acceptable to the insurance company on a non-rated basis, then such employee may become a participant in the plan.  Likewise, an employee who participates in the plan may file an election to withdraw from the plan, in which case his wages or salary, as the case may be, shall be adjusted as provided in this section.
