(a) The Planning and Zoning Commission shall adopt rules in accordance with the provisions of the Zoning Ordinance.
(b) Meetings of the Planning and Zoning Commission shall be held at the call of the Mayor and at other times as the Planning and Zoning Commission shall determine. The Mayor or in his absence, the representative appointed from Council may administer oaths, and the Planning and Zoning Commission may compel the attendance of witnesses. All meetings of the Planning and Zoning Commission shall be open to the public.
(c) The Planning and Zoning Commission shall keep minutes of its meetings and proceedings showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which will be filed in the office of Council and shall be a public record.
(d) The Planning and Zoning Commission may recommend zoning changes to Village Council who must authorize said changes.
