(a) No person shall be permitted in the area of the Railroad Street Boat Launching Facility in the area bounded by Page Street, Railroad Street and Leading Creek, after 11:00 p.m. unless special permission is first obtained from the Mayor.
(b) The Mayor shall be permitted to authorize group or individual activities in the Boat Launching Facility after 11:00 p.m., provided request for the same is made at least twenty-four hours prior to the expected use of the premises.
