957.07  CONTAINER REQUIREMENTS.
   The quantity of refuse and garbage shall not be limited except containers shall not exceed thirty-five gallon capacity and except as provided by the contractual carrier and approved by Council.  Paper bags or plastic bags designed for refuse pickup may be used.  Plastic bags of a mil thickness of at least 1.5 and maximum capacity of thirty gallons or eleven pounds are acceptable as are paper bags designed for refuse pickup having a thickness of at least 1.5 mils and a maximum capacity of thirty gallons or fifteen pounds.  Such plastic or paper bags are to be securely closed and placed at the location specified in this chapter.  The Mayor or his authorized agent may refuse to accept for collection all unauthorized containers such as paper bags not designed for refuse or cardboard boxes when the same are used as receptacles for garbage, refuse, rubbish and other waste materials.  Containers are not required for sticks, branches and boxes but such materials shall be broken down and tied into bundles no more than four feet long and no more than eighteen inches in diameter.  Refuse of a commercial nature such as automobile parts, tree trunks and construction material such as broken concrete and lumber, stones and dirt shall not be picked up except for small quantities of incidental magnitude.  Containers shall be placed at the curb or edge of the alley no sooner than twenty-four hours prior to the start of the collection period and shall be removed within twenty-four hours following the end of the collection period.  For purposes of this section, collection period shall be between the hours of 7:00 a.m. and 6:00 p.m.
