It shall be the duty of the owner, tenant, occupant, agent, manager or person in charge of every dwelling, apartment or place of business which accumulates or permits the accumulation of garbage and/or refuse, to provide or cause to be provided at all times suitable containers as hereinafter prescribed. No owner, tenant or occupant of any dwelling who is a subscriber to the refuse and garbage collection services provided for herein shall permit any nonsubscriber to share or otherwise use the allowance or portion of the allowance specified under this chapter nor shall any nonsubscriber to such services attempt to place his containers at the collection point of a subscriber or to place his garbage or refuse in the containers of a subscriber.
