No owner, tenant or occupant of any dwelling or place of business shall allow garbage and/or refuse to accumulate in or on his premises for a period in excess of seven days. Fermenting, putrefying or odoriferous garbage and/or refuse in containers uncollected or dumped in the open shall be deemed a nuisance and the person responsible shall be liable to prosecution.
