(a) Each user of Village water service who does not own real estate shall make a deposit to secure the payment for water service as follows:

(b) This sum shall be held by the Village, without interest to the depositor. Upon the termination of water service such amount of the deposit as is necessary shall be applied to the water bill and the balance returned to the user.
