No person who fails to pay sewerage rental charges as provided in this chapter shall continue to discharge sewage into the Village sewerage system. If payment of such sewerage bill is not paid, the Village may sever the sewerage connection into the sewerage system from the residence or other type user and it shall thereafter be unlawful for any user to discharge sewage into any sewer waste line running from such property. In the event the connections are severed by the Village, the user shall not be connected until such time as the user pays a tap fee of seventy- five dollars ($75.00) plus labor and materials to replace any material for road servicing or sidewalk.
