921.04  DISCOUNTS TO CERTAIN RESIDENTS.
   (a)   The charges for water service and sewage service shall be ninety percent (90%) of those rates now set forth in Sections 925.02 and 929.01 or any amendments thereto in the future, for the following persons:
      (1)   All persons classified as senior citizens which is defined as being homes in which the head of the household is sixty-five years old or older.  “Head of household” shall be determined by the definitions of the U.S. Bureau of the Census and the U.S. Internal Revenue Service.
      (2)   Persons under disability who are permanently and totally disabled, under definitions of the U.S. Department of Health, Education and Welfare or persons suffering from service-connected disabilities exceeding sixty percent (60%) as defined  by the U.S. Veterans Administration, provided that such person is the head of the household as defined in subsection (a)(1) hereof.
   (b)   The charges for water service and sewage service shall be eighty percent (80%) of those rates now set forth in Sections 925.02 and 929.01 or any amendments thereto in the future, for households in which the head of the household is unemployed and receiving unemployment compensation benefits provided such unemployed person is the head of the household as defined in subsection (a)(1) hereof.
   (c)   In order to obtain the discount, eligible persons must make application on a form which will be provided by the Village and furnish evidence to the Board of Trustees of Public Affairs, that they meet the eligibility requirements as provided for herein.  The discount shall not apply until each applicant has fulfilled the requirements for the discount and the discount shall be terminated if the applicant under the disability section shall at any time be determined by the U.S. Department of Health, Education and Welfare or the U.S. Veterans Administration to have  a disability less than those defined in this section.
