(a) The following shall be the charge for meter deposits by the Middleport Water Department:

(b) This requirement shall apply only to applicants for water and sewerage service, and shall apply to existing users if termination of service is requested and later requested to be restored.
(c) The deposit shall be held as a guarantee for payment of water and sewerage bills. Upon termination of service the deposit shall be applied to any bill which is owing, and the remainder shall be returned to the user.
