No licensed taxicab driver shall drive a taxicab during a period of suspension of his license. In the case of a violation of this section, it shall be mandatory upon the Mayor to revoke the license of such driver. Such driver shall not be eligible to receive a new license for a period of one year from the date of such revocation.
