717.19  FAILURE TO PAY FARE.
   No person shall engage any taxicab with intent to defraud the owner or driver thereof. Refusal to pay the lawful charge for such vehicle or leaving the same without payment or offer to pay shall be prima facie evidence of such intent to defraud.
